Pacific Island Development Program (PIDP)
- Established in 1980 to assist Pacific islands leaders in advancing their collective efforts to achieve and sustain equitable social and economic development consistent with the goals of the Pacific islands region’s people, its office is at the East-West Center, University of Hawaii
- PIDP’s role as a regional organization has expanded to include the following five major activity areas:
- Secretariat of the Pacific Islands Conference of Leaders
- Secretariat for the United States/Pacific Island Nations Joint Commercial Commission
- Research & Dialogue
- Education & Training
- Pacific Islands News
Forum Fisheries Agency (FFA)
- An intergovernmental agency established in 1979 to serve Pacific Ocean states, its head office is in Honiara, Solomon Islands
- To help countries sustainably manage their fishery resources that fall within their 200 mile Exclusive Economic Zones (EEZs)
- FFA is an advisory body providing expertise, technical assistance and other support to its members who make sovereign decisions about their tuna resources and participate in regional decision making on tuna management through agencies such as the Western and Central Pacific Fisheries Commission (WCPFC).
- Since 1979, FFA has facilitated regional cooperation so that all Pacific countries benefit from the sustainable use of tuna – worth over $3 billion a year and important for many people’s livelihoods in the Pacific
- Concur with appropriation as FFA is assisting the Department with Fisheries Policy Development and fisheries-related trade negotiations
United Nation Development Program (UNDP)
- United Nations’ global development network, operates in 177 countries and working with nations on their own solutions to global and national development challenges
- UNDP provides expert advice, training, and grant support to developing countries, with increasing emphasis on assistance to the least developed countries
- To accomplish the MDGs and encourage global development, UNDP focuses on poverty reduction, HIV/AIDS, democratic governance, energy and environment, social development, and crisis prevention and recovery
- UNDP also encourages the protection of human rights and the empowerment of women in all of its programs
- Concur with appropriation as UNDP provides technical assistance to FSM Development Projects, especially with our CBD enabling activities
South Pacific Islands Applied Geoscience Commission (SOPAC)
- An inter-governmental regional organization dedicated to providing services to promote sustainable development in the countries it serves
- In 2010, its functions had been transferred to the Secretariat of the Pacific Community (SPC) and the Pacific Regional Environment Programme (SPREP)
- SOPAC focuses on assisting SPC members in three key program areas,br />
- Ocean and Islands – focused on research, development and management of non-living resources in ocean and island systems addressing issues relating to seabed resources, energy, maritime boundary delimitation and monitoring of ocean processes
- Community Lifelines – a diversified program that strengthens national capacities in energy, water and sanitation, information and communications.
- Community Risk – a comprehensive program aimed at reduction of community vulnerability through improved hazard assessment and risk management.
- Concur with appropriation as SOPAC is assisting FSM in the above mentioned three key program areas, especially with the Coconut Rehabilitation and Food Security CIPs
Pacific Asian Travel Association (PATA)
- A membership association working to promote the responsible development of travel and tourism in the Asia Pacific region
- Concur with appropriation as PATA-Micronesia Chapter Member to provide capacity building and scholarships, as well as sub-regional marketing schemes
Micronesia Challenge Endowment Fund
- Realizing FSM’s commitment to the Micronesia Challenge (MC) to effectively conserve at least 30% of the near-shore marine and 20% of the terrestrial resources across Micronesia by 2020 in collaboration with its Micronesia partners of the Republics of Marshall Islands, Palau, Commonwealth of the Northern Mariana Islands and Territory of Guam
- Offers many benefits to the FSM, not only to assist FSM in protecting its natural resources, but also to enhance FSM’s fundraising efforts and attract external partners and expertise
- FSM has begun taking steps to meet its environmental and financial goals for the Micronesia Challenge, but needs to raise $29.3M in two phases over the next 8 years to ensure this success.
- FSM needs to raise its first phase goal of $2.3M to leverage $1.5M in pledges from The Nature Conservancy (TNC) and Conservation International (CI)
- Concur with appropriation as MC Endowment will provide assistance to FSM’s natural resource management projects (post-2020)
Western Forestry Leadership Coalition (WFLC)/National Association of State Foresters (NASF)
- This coalition provides the network for FSM to benefit from USDA Forest Service Grants and Technical Assistance through the State & Private Cooperative Forestry Programs
- Programs assist FSM States in their Forest Stewardship Programs
- Concur with appropriation as WFLC assists FSM with complimentary Environment Sector Projects of the Compact Grants and membership in the National Association of State Foresters

Food and Agriculture Organization to the United Nations (FAO)
- A specialized agency of the United Nations that leads international efforts to defeat hunger
- Serving both developed and developing countries, FAO acts as a neutral forum where all nations meet as equals to negotiate agreements and debate policy
- Also a source of knowledge and information, and helps developing countries and countries in transition modernize and improve agriculture, forestry and fisheries practices, ensuring good nutrition and food security for all
- Concur with appropriation as FAO will assist FSM in its Agriculture Policy Implementation (e.g. Agriculture Census) and other food security-related projects (e.g. Strengthening of Food Control System and Pacific SIDS to address CC impacts on Jurisdictional claims)
Secretariat of Pacific Community (SPC) Matching Fund
- atching for Host Country for SPC through a MOU established between SPC and FSM
- SPC in turn has been utilizing this fund for FSM priority projects, including Food Security and Quarantine; note this fund will assist with our Agriculture Census/Survey enumeration component.
- Concur with appropriation as it provides the means of leveraging all technical assistance in areas in which SPC has comparative advantage
Micronesia Challenge Regional Coordinating Office (MCRO)
- Membership fee and annual contribution fee for the MCRO Operation Budget to coordinate the Micronesia Challenge goals and outcomes
- Concur with appropriation to provide the means for MCRO to realize FSM’s commitment to the Micronesia Challenge by 2020
Micronesian Cruise Association (MCA)
- Non-profit, non-stock membership organization established to develop sustainable emerging visitor market segment and cultivate incremental economic activity servicing cruise ships throughout the Micronesian region
- Endorsed by the Micronesia Chief Executives at Majuro Summit
- Concur with appropriation as MCA provides new channels for tourism sector
International Animal Health Organization (OIE)
- An intergovernmental organization responsible for improving animal health worldwide
- Facilitate FSM’s trade in Agriculture, Fisheries and Aquaculture products
- FSM has benefited from various technical and funding assistance from OIE when FSM became a member in 2007
- Concur with appropriation as OIE assists FSM in building trade capacity in priority sectors
International Renewable Energy Agency (IRENA)
- Founded in 2009 to promote widespread and increased adoption and sustainable use of all forms of renewable energy
- Facilitates access to all relevant renewable energy information, including technical data
- Concur with appropriation as IRENA will assist FSM in achieving its Energy Policy goals and outcomes
Micronesia Trade Committee (MTC)
- MTC membership is compromised of Republic of Marshall Islands, FSM and Republic of Palau to enhance subregional trade cooperation
- Concur with appropriation as MTC enhances member countries trade cooperation and capacities
- FSM serves as the Secretariat to MTC
Convention on Biological Diversity (CBD)
- It was inspired by the world community’s growing commitment to sustainable development at 1992 Rio Summit
- Represents a dramatic step forward in the conservation of biological diversity, the sustainable use of its components, and the fair and equitable sharing of benefits arising from the use of genetic resources
- FSM ratified in June 1994 and benefited from CBD Projects through the Global Environment Facility
- Concur with appropriation as CBD gives guidance on Biodiversity enabling activities to the global donor community which FSM benefits from through the Global Environment Facility and other biodiversity-related mechanisms/initiatives (e.g. ABS Capacity Development Initiative)
International Fund for Agriculture Development (IFAD)
- Overall goals are to reduce poverty, and to improve food security and nutrition of people living in rural areas in developing countries, primarily by focusing on agricultural and rural development
- Leading multilateral investor in the livelihoods of poor rural producers in developing countries worldwide particularly, those in remote areas that are affected by environmental degradation and climate change
- Supports projects in a number of difference areas including, agricultural development, financial services, rural infrastructure, livestock, fisheries, capacity and institution building, storage/food processing/marketing, research, extension training, and small and medium enterprise development to improve food security and nutrition and raise incomes and improve livelihoods of communities
- Concur with appropriation as IFAD can contribute to our Agriculture Policy implementation in our remote and/or vulnerable communities impacted by climate change and environmental degradation
South Pacific Tourism Organization (SPTO)
- Mandated inter-governmental body for the tourism sector in the Pacific
- SPTO’s purpose is to bundle the marketing efforts of all of the Pacific Island Members into a single unit
- Concur with appropriation as SPTO will provide technical assistance in FSM Tourism Sector Development and Marketing; note 2013 and 2014 activities
SPC Site Rental
- Being the host of the SPC North Pacific Regional Office in Pohnpei, FSM is obligated to cover the cost of rent of office space by SPC
